I had to wear it with a swimsuit underneath the entire time because wearing it as an actual skirt over underwear just wasn't an option. If you're using it purely as a beach cover-up that's fine, but the product description implies you can walk straight into dinner and I wouldn't feel comfortable doing that without a solid underlayer.
